How Much Notice Does a Staffing Agency Need for Temp Workers?
For one to five general labourers in a major metro, most staffing agencies can fill an order with two to three business days of notice, and many will try for next day. Crews of ten or more, certified roles like forklift operators, overnight shifts and anything booked between mid November and early January need one to three weeks. A first order with an agency you have never used takes longer again, because the account setup happens before any worker is scheduled.
Those are the planning numbers. The rest of this guide explains what stretches or shrinks them and what to send with the request to get workers on site sooner.
Typical lead times by type of order
Lead time is driven by how many people need to say yes and how specific the ask is.
| Order | Typical notice in a large metro | What pushes it longer |
|---|---|---|
| 1 to 5 general labourers, day shift | 1 to 3 business days | Suburban site with no transit, early start before 6 a.m. |
| 6 to 15 warehouse workers, day shift | 3 to 5 business days | Steel-toe and hi-vis not supplied on site, drug screen required |
| 16 or more workers for a single day | 1 to 2 weeks | Event badge lists, parking passes, staggered call times |
| Forklift, reach truck or pallet jack certified | 5 to 10 business days | Specific equipment experience, recent certification card required |
| Overnight or weekend shifts | Add 2 to 3 days to any line above | Shift premiums not budgeted, last transit stops before shift end |
| Recurring schedule (weeks or months) | 1 to 2 weeks to launch | Site orientation slots, consistent roster expectations |
| Peak season (mid Nov to early Jan) | Add 1 to 2 weeks to any line above | Every warehouse in the region is ordering at once |
These are ranges, not promises. A ten-person crew in Kitchener or Des Moines can take as long as a thirty-person crew in Toronto or Chicago.
What makes an order slow to fill
Headcount
Filling five spots means contacting perhaps fifteen available workers. Filling thirty means contacting a hundred, then backfilling the people whose situation changed overnight. A big order confirmed the night before is rarely full at the start time.
Skills and cards
General labour is the deepest pool. Every requirement after that narrows it: forklift or reach truck certification, WHMIS in Canada, OSHA 10 on some US construction sites, a valid driver's licence, or a specific language. The remaining workers are the ones every other client wants too.
Shift timing
A 7 a.m. to 3:30 p.m. shift in an industrial park with a bus stop fills fastest. A 10 p.m. start in a distribution centre with no late transit removes everyone without a car. If a shift can start thirty minutes later and still work for you, say so in the request; it can change the fill rate more than the pay rate does.
Site requirements and screening
Background checks, drug screens, safety orientations and badge applications each add a day or more. Sites that run orientation on fixed days (Mondays only, for instance) set the earliest start date themselves. If workers need their own steel toes, hard hat and hi-vis, more candidates drop out, so say what is supplied and what is not.
Why the calendar matters as much as the order
Temp labour demand in North America is not flat. Three windows reliably stretch lead times:
- Mid November to the first week of January. Fulfilment centres, parcel hubs, retail distribution and returns processing all peak together. A warehouse that gets next-day fills in July may wait a week in early December for the same order.
- Late January through February. Year-end and fiscal-year-end inventory counts pull workers into short, intense assignments. Our guide to staffing a year-end inventory count covers headcount planning for that window.
- Trade show and festival weeks. When a large convention is in town, every event crew within driving distance is booked. Load-in and load-out dates are public months ahead, so check the venue calendar before promising a date.
Place peak-season orders in October, confirm headcount in the first week of November, and adjust from there rather than start from zero in December.
The first order with a new agency
Account setup is the hidden part of lead time. Before a reputable agency sends anyone to a new client site, it normally needs:
- A signed service agreement covering bill rates, shift minimums, overtime treatment, replacement terms and payment terms.
- Basic credit or payment setup. New accounts are often on deposit or card until a history exists.
- Certificates of insurance exchanged in both directions where the site requires them.
- A site profile: address, report location, site contact, parking, PPE, hazards and the orientation process.
- In Ontario, confirmation that the agency holds a temporary help agency licence under the Employment Standards Act, which has been mandatory since July 2024. In Quebec, the equivalent is the CNESST permit for personnel placement agencies. In the US, several states (Illinois, Massachusetts and New Jersey among them) register or license temp labour agencies, and a client should expect to see that registration before the first shift.
Done in parallel, this takes three to five business days. Done on the morning of the request, it is the reason a "same-day" order becomes a "next week" order.
Same-day requests: what is realistic
Same-day fills do happen, mostly for existing clients with a known site and a standard role: the order arrives by 10 a.m. and two or three people who have worked that site before report for an afternoon start. What rarely happens same-day: a first order from a new client, certified equipment operators, crews above six, or anything requiring a badge or orientation. Our post on how same-day staffing works goes through the mechanics.
How to shorten the lead time
Most of the wait is caused by missing information, not missing workers.
- Send the full order the first time. Role, headcount, tasks, shift start and end, address, report location, site contact name, dress code, PPE supplied and PPE required, start date and expected duration.
- Sign the agreement before you need it. A pre-approved rate card and signed terms turn a two-week first order into a two-day order.
- Set a standing order for the season. A fixed daily or weekly headcount with an agreed flex range (say, 8 workers with the option of 6 to 12 by noon the day before) gives the agency a roster to protect.
- Confirm by noon the day before. Workers are told where to report the evening before. Confirmations after that point mean a second round of calls and a lower fill rate.
- Keep shifts consistent. The same start time and site all week lets the agency send the same people back, which raises attendance.
- Be honest about the work. An order described as "light packing" that turns out to be 25 kg lifting all day loses workers at the first break. Describe the heaviest task, not the lightest.
Frequently asked questions
Can a staffing agency send workers the same day?
For an existing client with a standard general labour role and a known site, often yes, if the order arrives in the morning and the headcount is small. For a new client, certified roles, overnight shifts or crews above about six people, plan on at least two to three business days and more during peak season.
How far ahead should warehouses book temp workers for the holiday peak?
Place the order in October and confirm headcount in the first week of November. Fulfilment, parcel and retail distribution sites across the region order at the same time from mid November onward, so a request placed in early December competes with everyone else for the same workers.
Does a bigger crew always take longer to fill?
Usually, because the agency has to reach and confirm more people and hold a reserve for no-shows. A thirty-person crew in a large metro with good transit can still fill faster than a ten-person crew at a rural plant with an early start.
What slows down a first order with a new agency?
The paperwork: a signed service agreement, payment setup, insurance certificates where required, and a site profile with PPE and orientation details. Expect three to five business days, or none if the agreement is signed before the need is urgent.
Plan the order now, not the week you need it
Tell us the roles, headcount, shift times, site and start date through the request form. We confirm the site requirements, send a written proposal with rates and shift minimums, and tell you plainly what start date is realistic.
